Permission will be granted for funeral homes and individuals to place wreaths and flowers and tempo-rary plants on graves for funerals and holidays, after which they shall be removed. No planting of shrubs, flowers or the like shall be permitted, and no articles of any nature shall be placed upon the surface of the grave spaces, except as herein specifically set out.
