Any applicant and/or protestant shall have the right to appeal any order relating to the issuance, denial, revocation, alteration, or suspension of the certificate, permit and/or registration to the Council by filing with the City Clerk within ten days from the date of the order a written notice of appeal, the notice shall set forth the grounds for appeal. The Council may, after a hearing, sustain, reverse, or modify the order. During the appeal taken from a Council order upholding the denial, revocation, alteration or suspen-sion of the certificate, permit, and/or registration, a protestant shall cease that activity or conduct which was the subject matter of the hearing pending a final determination by an appellate tribunal.
