All permits issued hereunder shall expire on December 31 of the year in which they are issued and must be renewed by January 31 of the following year. No permit issued hereunder shall be assignable or transferable by the person to whom issued, unless the assignment or transfer be approved by the Council. Permits may be suspended or revoked for non-compliance with the rules, regulations and standards adopted under this chapter.
