The Mayor and City Council’s appointed representative shall serve as Chairperson of the Board. The Board shall hold at least three regular meetings each year and such addi-tional meetings as the Chairperson deems necessary. Special meetings may be called by the Chairman, or upon written request of any four members. Four members of the Board shall constitute a quorum. The Secretary to the Board shall maintain minutes of each Board meeting and provide a copy of same to the Council.
