A certificate shall be issued for a period of two years, subject, however, to a renewal fee of $200 and review by the Board and Council every two years. It may be suspended or revoked by the Council only for a good cause. It may, however, be altered or amended by the Council on recommendation of the Board. A certificate shall not be transferable to any other person without the approval of the Council.
