§ 91.04  INVESTIGATION OF APPLICANTS AND DELIVERY OF CERTIFICATE.
   Upon receipt of an application for a certificate, the Clerk shall forward a copy to the Chief of Police who will conduct an investigation of the applicant and the proposed application regarding the accuracy of the information provided.  Upon completion of his investigation, the Chief of Police shall refer the application and the results of his investigation to the board for evaluation and recommendation.  The recommendations of the Board shall then be sub-mitted to the Council for review.  If the Council approves the application, a certificate shall be issued by the Clerk upon payment of a fee of $200.  A copy of every certificate shall be filed with the City Clerk.
