(A) No person shall operate any motor-driven cycle or any motor scooter, at any time, at a speed greater than 35 miles per hour.
(B) As used in this section, motor-driven cycle shall mean every bicycle with motor attached, and every motor scooter with wheel diameters 12 inches or less, measured from one side of the rim to the other. However, all motor-driven cycles and motor scooters shall at all times conform to § 71.016 of this title.
