§ 53.44 RESTRICTIONS.
   (A)   Stage 1 restrictions - voluntary conservation.
      (1)   Conditions. The conditions for Stage 1 shall exist when the surface level of the Claremore Reservoir drops to 24 inches below the high water line.
      (2)   Voluntary conservation. Upon the occurrence of the conditions for Stage 1, the City Manager may, through appropriate means, call upon the general population to conserve water voluntarily by limiting outside watering to the hours between 9:00 p.m. and 5:00 a.m. every other day, or such other times as deemed necessary.
      (3)   Termination. Stage 1 shall terminate when the City Manager shall file an order with the City Clerk, finding that the conditions for Stage 1 no longer exist.
   (B)   Stage 2 restrictions - mandatory restriction of outside watering to every other day.
      (1)   Conditions. The conditions for Stage 2 shall exist when the surface level of the Claremore Reservoir drops to 36 inches below the high water line.
      (2)   Mandatory restrictions. Upon the occurrence of the conditions for Stage 2, the City Manager may order the mandatory restriction of outside watering to the hours between 9:00 p.m. and 5:00 a.m. every other day, or such other times as deemed necessary.
      (3)   Termination. Stage 2 shall terminate when the City Manager shall file an order with the City Clerk and cause the same to be published in a newspaper of general circulation within the city, finding that the conditions for Stage 2 no longer exist; provided, however, that the City Manager may in such order call upon the general population to voluntarily conserve water as provided in Stage 1 herein.
   (C)   Stage 3 restrictions.
      (1)   Conditions. The conditions for Stage 3 shall exist when the surface level of the Claremore Reservoir drops to 48 inches below the high water line.
      (2)   Mandatory curtailment. Upon the occurrence of the conditions for Stage 3, the City Manager may prohibit all outside watering.
      (3)   Termination. Stage 3 shall terminate when the City Manager shall file an order with the City Clerk and cause the same to be published in a newspaper of general circulation within the city, finding that the conditions for Stage 3 no longer exist; provided, however, that the City Manager may in such order impose the restrictions of Stage 3 or Stage 2 or may call upon the general population to voluntarily conserve water as provided in Stage 1 herein or may impose such other restrictions on watering as deemed necessary to preserve the city’s water supply.
   (D)   Additional restrictions. In addition to the restrictions imposed in the preceding division, the City Manager may also restrict water use in the manner described in Stages 1, 2 or 3 when the ability of the city to provide water is critically limited, as in circumstances of a pump failure, water line break, low water tower volume or other mechanical failure.
