Upon a determination by the City Manager of the existence of the condition described herein, the City Manager shall take action necessary as hereinafter provided to protect the public health, safety and welfare. The City Manager is authorized to impose less restrictive restrictions where doing so is in the best interest of the city and still ensures an adequate and safe water supply.
