The city will hold all utility deposits until such time that the customer terminates utility service. Upon termination of utility service, all utility deposits will be applied toward the final account balance. Such deposit shall also be applied toward payment of any outstanding delinquent account balance. In the event that the amount of such deposit is insufficient to completely eliminate any outstanding delinquent account balance, the city reserves to right to use any other legal means to collect the unpaid balance of any such outstanding delinquent account.
