(A) The City Manager may, at his or her discretion, authorize the Sanitation Department to collect all items classified as bulk refuse resulting from storm damage at no extra cost to the customer; provided, the customer must place the solid waste in a location in which bulk refuse would normally be placed for collection.
(B) The City Manager may, at his or her discretion, designate one free bulk refuse pickup day each spring and one day each fall as part of a city-wide cleanup day.
