Any customer who disputes any charge under this chapter must file a written appeal with the Director of Sanitation within 20 days after receipt of the sanitation bill containing the disputed charge. In the absence of proof to the contrary, receipt of the sanitation bill is presumed six days after mailing. After notice and an opportunity for an administrative hearing, the Director of Sanitation shall determine whether or not the charge is valid and notify the customer of the Director's determination within ten days. The customer may appeal the determination by the Director to the City Council within 20 days of receipt of notice of the determination by filing an appeal with the City Clerk.
