§ 51.13 SOLID WASTE REQUIRING SPECIAL HANDLING.
   (A)   Any customer having solid waste requiring special handling because of its dangerous or hazardous nature or which would cause the city to incur any unusual risk or cost of disposal, or because of the requirements of any city, state of federal law, shall notify the Department prior to placement for collection.
   (B)   It shall be the duty of the customer and any occupant or other person in charge of the premises from which the city collects solid waste, to provide suitable containers for the disposal of hypodermic syringes, needles, and other objects used or intended for use in injecting or removing any substance into or from a human body or animal. The containers shall be adequate to prevent the needle or any sharp edges from penetrating a plastic garbage bag during normal handling.
