§ 51.12 BULK REFUSE COLLECTION.
   (A)   In addition to regular residential, commercial, or roll-off collection services, the Department may collect bulk refuse under such terms and conditions as established by the Director of Sanitation.
   (B)    Bulk refuse shall be collected on Mondays, Tuesdays, Thursdays or Fridays. Bulk refuse collection shall occur on the same day as the customer's regular sanitation collection service unless otherwise determined by the Department. A customer wishing to have bulk refuse collected must contact the Department no later than 3:00 p.m. in accordance with the following schedule:
      (1)   If regular collection occurs on Monday, the customer must call by 3:00 p.m. on the preceding Friday;
      (2)   If regular collection occurs on Tuesday, the customer must call by 3:00 p.m. on the preceding Monday;
      (3)   If regular collection occurs on Wednesday, the customer must call by 3:00 p.m. on the preceding Tuesday; and
      (4)   If regular collection occurs on Thursday, the customer must call by 3:00 p.m. on the preceding Wednesday;
      (5)   If regular collection occurs on Friday, the customer must call by 3:00 p.m. on the preceding Thursday.
   (C)   No bulk refuse shall be placed at or near the street for collection for more than 24 hours before the regular or substitute collection day.
   (D)   By placing bulk refuse at the curb for collection, the customer consents to pay an additional fee for collection. The additional fee for collection will be added to the customer’s utility bill for the following billing cycle. In the event that no active account is found for that location, the charges for bulk pick-up will be assessed to the property owner for that location. The amount of the fees shall be determined by memorandum issued by the City Manager. When the rates are changed, the new rates will be reported to the City Council.
   (E)   City-coded bags may be sold at local area retailers designated by the city. Such bags shall have a graphic imprinted on them designating them as city- coded bags. Such bags shall be placed for collection on the customer’s regular collection day in accordance with regular collection regulations. City-coded bags shall be placed at least one foot away from any obstruction or poly-cart. Prior coordination with the city to arrange for pick-up shall not be required. The following charges shall apply: one package of ten individual 30-gallon city-coded bags — $12.50.
