(A) The city shall provide solid waste collection services within the city limits of the city and may provide such services outside of the city limits of the city by contract. These services shall include, but shall not be limited to, residential and commercial collection, bulk refuse collection, and roll-off collection services.
(B) (1) The city may refuse to collect any item or items which are dangerous or hazardous or which, in the Director's sole discretion, would place an unreasonable burden on the city.
(2) Items which the Department will not collect include, but are not limited to, the following: oil or other lubricants, paint, batteries, chemicals, compressed gas cylinders and similar items, automobiles or other machinery, waste not generated by the customer, demolition materials or extensive construction debris. The Department shall not place such items in a container for collection.
(C) Refrigerators, freezers, air-conditioning units and other devices containing refrigerant gases will not be picked up unless accompanied by a certificate verifying that the refrigerant gas has been properly removed from the appliance.
