Notwithstanding any provisions of §§ 50.07 and 50.17, the City Manager shall have the authority to change the rate adjustment factor (RAF) applied to accounts by creating a memo which sets out why such a change would be in the best interests of the city. The City Manager shall have the authority to change the RAF charge to any reasonable amount, whether negative or positive, that will be applied to the account. If the City Manager does change the RAF amount applied to accounts under this section, he or she shall submit the matter to the City Council for approval prior to the effective date of the change. If the City Council does not approve the change by the City Manager, it shall not go into effect.
