(A) The rate adjustment factor (RAF) shall equal the amount by which the monthly charges shall be adjusted in cents or a fraction thereof by which the average cost of power per kWh purchased was paid to suppliers of power during the previous month that exceed or are less than $0.051127 per kWh. Any credits, refunds, or allowances on previously purchased power by the utility from any supplier shall be deducted from the cost of purchased power before calculating the rate adjustment factor each month.
(B) The calculation will be increased by the average percentage of power losses expressed decimally for the preceding 12 months.
