Sec. 4-1-8   Opening and improving streets without petition.
   (a)   When, in the opinion of the council, a new street should be opened or improved and no petition is filed asking for a prorated share of costs, and when the council is of the opinion that the public benefit will be greater than the benefit to abutting property owners, the council may direct that such improvements be made and the cost paid by the city.
   (b)   This policy shall also be used for sidewalk improvements or construction.
   (c)   The improvements shall conform to the construction standards adopted by the council and kept on file in the office of the clerk.
