The council, prior to approving any street file improvement project, shall determine if water and sanitary sewer or other necessary facilities have been installed within that portion of the street located between curbs. In the event such facilities have not been installed, or if facilities are inadequate and will have to be replaced, the council may postpone the street improvements, pending installation of the facilities.
