Upon receipt of a petition for street improvements, the city clerk shall examine the petition and certify its sufficiency to the city council. No petition shall be considered for street improvements where streets have been opened after the effective date of the subdivision chapter if it is in violation of the subdivision chapter or any other ordinance. No petition shall be considered for a street less than 80 percent of a normal block. (Ord. of 11/1/76, Sec. 4)
