Sec. 4-1-2   Street improvements defined; costs.
   (a)   For purposes of this article, "street improvements" shall include the following:
   (1)   Curb and gutter as required by city specifications, normally improved on only two (2) sides of the street at a time.
   (2)   Storm sewer drainage facilities, inlets and other incidentals as may be required under street per N.C.D.O.T. standards, if necessary.
   (3)   Engineering cost.
   (4)   Grading to the necessary width.
   (5)   Base course material (stone or asphalt base) for the full width of the street to be improved shall be according to city specifications.
   (6)   Street finish surface over base course shall be according to city specifications.
   (7)   Driveway entrance, if necessary.
   (8)   Sidewalk improvements.
   (b)   The total paved width of any given street shall be governed by location, usage, traffic count and city council action.
