Every person appointed as a law enforcement officer shall:
(1) be a citizen of the United States;
(2) be at least 21 years of age;
(3) be of good moral character;
(4) be fingerprinted and a search made of local, state and federal fingerprint files;
(5) not have been convicted of a felony or an offense involving moral turpitude;
(6) have a high school diploma or its equivalent;
(7) pass an examination conducted by a physician employed by the city;
(8) be interviewed and approved by the manager; and
(9) be certified in accordance with state law.
