Sec. 2-3-1    Departments enumerated.
   The administrative organization of the city shall be divided into the following departments:
   (1)   Police department;
   (2)   Fire department;
   (3)   Street department;
   (4)   Sanitation department;
   (5)   Water department;
   (6)   Maintenance department; and
   (7)   Sewer department.
