Sec. 10-3-2   Procedures.
   (a)   Recognizing the limited availability of city personnel to organize, conduct, and supervise all recreational activities at town facilities, the city council may from time to time authorize such groups or individuals as the council may deem necessary and appropriate to program activities and events at town park or recreation facilities.
   (b)   Selection of groups or individuals who wish to conduct recreational programs and events shall be based upon determinations by the council that the proposed programs or events are in the best interest of the citizenry, that the same can or will be conducted in accordance with the policies and the intent of this chapter, and that they represent the maximum beneficial use of available facilities.
   (c)   The city council may from time to time authorize the city manager or his designee to authorize the use of city recreation or park facilities by groups or individuals without prior approval by the council. If this authority is granted to the manager, the same shall be noted upon the minutes of the council, and among the policies and procedures which may be adopted from time to time pursuant to this chapter.
   (d)   The city council may adopt, or authorize the manager to adopt, policies and procedures governing access to and use of city park and recreational facilities. These policies and procedures shall be consistent with this chapter, and may include, but not be limited to, fees for use of facilities, use of concession stands for sale of food and drink, shared use of facilities, application procedures and forms for the use of facilities, and related matters.
