It is the policy of the city council to make the park and recreation facilities available to as many residents of the city and vicinity as is reasonably possible, and to do so in a manner which does not discriminate against any person or group by reason of age, sex, race, religion, political affiliation, or national origin, but which does recognize the obligation of the city to first attempt to meet the needs of its citizens before responding to the requests of non-resident individuals and groups.
