It shall be unlawful for any person to engage in soliciting, peddling, begging, or selling goods or merchandise, or to sell, hawk, or vend food or drink within the park unless written authority is given by the city manager or his designee, and unless such selling, peddling, soliciting, and the like, is in accordance with other applicable provisions of this code, and state and local laws and regulations.
