It shall be unlawful for any person to place or erect any structure, sign, bulletin board, post, pole, or advertising device of any kind whatever in any park, or to attach any notice, bill, poster, sign, wire, or cord to any tree, shrub, fence, railing, post, or structure within the park except as the same may be authorized by the city manager or his designee.
