The city council, upon recommendation of the city manager, may adopt from time to time, in addition to the regulations set forth in this chapter, policies and procedures governing the use of municipal park and recreation facilities. Those policies and procedures, together with the regulations codified in chapter 2 of this title, shall be made available to the public in such appropriate form as the manager may determine.
