Sec. 9-4-35   Dispute of findings.
   In the event that the subdivider disagrees with any findings of the subdivision administrator concerning approval of a sketch plan of a minor subdivision, the matter shall be taken to the City Council for a decision. No final plat shall be prepared until the City Council has acted on the disputed sketch plan.
