After the effective date of this chapter, each major subdivision plat of land within the city's jurisdiction shall be approved by the City Council on recommendation from the Planning Board prior to plat recordation. Minor subdivisions, as defined in this chapter, shall be approved by the Subdivision Administrator prior to plat recordation. Nothing herein compels the approval of any proposed subdivision by the City Council or the Subdivision Administrator except in accordance with the provisions of this chapter.
