The extent and parameters of a special use permit for wireless telecommunications facilities shall be as follows:
1. Such special use permit shall not be assigned, transferred or conveyed without the express prior written notification to the city.
2. Following an opportunity to cure and, if not cured within the time frame set forth in the notice of violation, a hearing upon due prior notice to the applicant, such special use permit may be revoked, canceled, or terminated for a violation of the conditions and provisions of the special use permit, or for a material violation of this article or other applicable law, rule or regulation. Notice of a violation and of the date, time and place of a hearing shall be provided by registered mail to the last known address of the holder of the special use permit.
