The city manager is hereby designated as the city officer to enforce the provisions of this article. It shall be the duty ofthe city manager.
(1) to locate abandoned structures within the city and determine which structures are in violation of this article;
(2) to take such action pursuant to this article as may be necessary to provide for the repair, closing or demolition of the structures;
(3) to keep an accurate record of all enforcement proceedings begun pursuant to the provisions of this article; and
(4) to perform such other duties as may be prescribed herein or assigned to him by the council.
