(a) The city shall regulate all developmental control functions as authorized by G.S. 160D-200; 202; 903, including zoning, subdivision regulations, building permits and inspection, and other controls which, form time to time, may be allowable under the general statutes.
(b) All developmental control regulations now in effect within the city, including the zoning ordinance, subdivision regulations, the building regulations, and the land development and housing plan, by way of example and not limi8tiation, and including all of chapters 2, 3, and 4 of this title, are hereby amended to include within their application th extraterritorial perimeter herein set out.
