Sec. 9-1-3   Rules governing boundaries.
   Where uncertainty exists with respect to the boundaries of the perimeter area, the following rules shall apply:
   (1)   Where perimeter boundaries are indicated as approximately following the centerlines of streets or highways, street lines, or railroad right-of-way lines or such lines extended, such centerlines, street lines, or railroad right-of-way lines shall be construed to be the boundaries
   (2)   Where perimeter boundaries are indicated as approximately following lot lines, such lot line shall be construed to be the boundaries.
   (3)   Where perimeter boundaries are indicated as being approximately parallel to the centerlines of streets, highways, or railroads, or rights-of-way of same, such boundaries shall be construed as being parallel thereto and at such distance therefrom as indicated on the zoning map. If no distance is given, such dimension shall be determined by the use of the scale shown on the zoning map.
   (4)   Where a perimeter boundary line divides a parcel in single ownership, the development of the parcel must conform to the standards set forth by the city as authorized under G.S. 160D-200; 202; 903, except development which is proven to be wholly and entirely outside of the city’s perimeter area. Proof of location outside the perimeter area must be submitted in the form of a preliminary plat, for review and verification of the area to be developed. Review will be conducted by the planning board within sixty (60) days after the filing of the plat with the clerk.
