It is unlawful for any person to knowingly deliver, possess with intent to deliver, or manufacture with intent to deliver drug paraphernalia, knowing that it will be used to plant, propagate, cultivate, grow, harvest, manufacture, compound, convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale, or otherwise introduce into the human body a controlled substance, the possession of which would be a violation of the laws of the State of North Carolina. Each separate and distinct item of drug paraphernalia unlawfully delivered or possessed with intent to deliver shall constitute a separate violation. (Ord. of 12/1/80, No. 38-80, Sec. 3)
