(a) It shall be unlawful for the owner or occu-pant of a residential building, structure or prop-erty to utilize the premises of such residential properly for the open storage of any ice box, refrigerator, stove, glass, building material, build-ing rubbish or similar items. It shall be the duty and responsibility of every owner or occupant to keep the premises of the residential property clean and to remove from the premises all aban-doned items as listed above, including but not limited to weeds, dead trees, trash, and garbage, upon notice from the appropriate city official.
