All pertinent provisions of the rules and regulations of the Federal Communications Commission respecting regulation by local franchise authority of rates and charges for basic tier service rates and associated equipment as contained in Part 76, Subpart N of Title 47 of the Code of Federal Regulations are hereby adopted and incorporated by reference as if fully set out herein. Any modification or amendment of said rules shall be adopted herein with one (1) year of the adoption thereof by the FCC, or upon renewal of a franchise granted under this Chapter, whichever is sooner. In the event of conflict between the provisions of this Chapter and any regulation of the FCC respecting the operations of the grantee or the regulation of rates and charges for basic tier services and associated equipment, the regulations of the FCC shall control.
