For the better protection of the public interest, health, safety, welfare, and convenience, the following rules and regulations are hereby adopted setting forth the conditions, requirements, and limitations under which a person may construct, have constructed for him, operate, and maintain a community antenna television system, and engage in the business of providing a community antenna television service in the city.
