It shall be the policy of the City of Claremont to require the extension of the water and sewer system jointly to properties outside the corporate boundaries when a person requests the use of either one of the systems. The City of Claremont shall require the extension of sewer mains and water mains across the entire length or width of the property to be served except in cases where it found by the city council to be economically impractical to do so. In such instances where it is found to be impractical to extend sewer mains and water mains across the entire width or length of the property to be served, the City of Claremont shall require the dedication of all necessary easements and rights-of-way across the entire width or length of the property to be served.
