(a) The extension of the water and sewer systems of the City of Claremont which are to be constructed by persons other than the City of Claremont to service properties within or without the corporate boundaries may be allowed by the city council. The extension of the water and sewer systems which are to be constructed by persons other than the city of Claremont shall be subject to the provisions of the code of ordinances and are subject to the terms and conditions as may be prescribed by the city council at the time of receiving such request.
(b) Connections to lines outside the City of Claremont constructed by persons other than the city may not be made until the city has received a petition requesting annexation of the property to be served. (Ord. of 1/4/88, No. 112-88)
