(a) At the time of request for water or sewer service, each customer for whom the service is to be provided shall make a deposit in accordance with the current city fee schedule.
(b) The deposit shall be retained by the city during such time as service is continued. Any funds remaining upon termination of service to a customer shall be returned to him.
(c) The deposit required by this section shall be in addition to all other charges, fees, and assessments referred to in this chapter.
