The appropriate fee for making connections to the city's water distribution system, including tapping the water main, making the connection and installing meter and meter box, any other costs associated will be set annually by the City Council, within the city’s schedule of fees, as part of the budget-ordinance-adoption process, except that this connection charge shall be waived for such a connection made at the time and as part of an extension of the city sewer system to provide sewer service to the affected property pursuant to Article E, §§ 5-1-100 et seq.
