(a) Sewer service to developments, subdivisions, industrial sites, and shopping centers shall be provided under contract in form approved by the council.
(b) The application procedure shall be as follows:
(1) the applicant shall apply at the city office and submit the application with preliminary plans and data.
(2) after review and preliminary approval by the planning board, the council and the city engineer, the council may authorize the project to proceed, or may deny service.
(3) final approval shall be granted by the council after the applicant submits final plans and specifications for the project and they are reviewed by the planning board, the council, and the engineer. (Ord. of 4/5/77, Div. III, Art. 16)
