Sec. 5-1-65   Sewer main extensions to new subdivisions.
   (a)   Where a new subdivision of more than 10 lots is proposed for development under the city subdivision regulations, the subdivider shall pay 100 percent of the initial installation costs of the installation of sewer mains of a minimum diameter of eight (8) inches, and any additional system improvements necessary to service the subdivision.
   (b)   Upon completion of structures upon and connection to 60 percent of the total number of originally platted lots, the city may reimburse the developer for 20 percent of the cost of construction of the sewer improvements; provided the 60 percent development minimum is reached within four (4) years of the date of original final plat approval.
   (c)   Reimbursement shall be for lines located within the subdivision and shall not include the cost of construction necessary to extend sewer mains from the present city system to the subdivision.
   (d)   The city may pay the cost of installing the lesser of the first 100 feet of sewer main or 25 percent of the total distance necessary to extend the service to the subdivision and may also reimburse the developer for oversizing of lines, greater than eight (8) inches.
   (e)   Sewer extension reimbursements may be made for development both inside and outside the city limits.
