All water users abutting on streets where city sewer service is available, or who otherwise have access to a public sewer, shall cause all water closets and other wastewater discharges on such property to be connected with the sewerage system, tinder such rules and regulations as are prescribed by the council. All compulsory connections shall be made by the city in the same manner and for the same charges as if an application therefor had been filed under the provisions of this chapter.
