All water service furnished by the city to persons outside the corporate limits shall be subject to the regulations and ordinances of the city, and all such persons agree, as a condition to such service, to be governed by the provisions of this chapter and all other regulations made by the city at any time for the maintenance, control and protection of its water system and the connections therewith.
