It shall be unlawful for any person to deface or tamper with any house, reservoir, valve cock, wheel, fireplug, pipe or other fixture connected with or pertaining to the water system; otto place any building material, rubbish or other matter or substance on any valve, stop cock, meter box, water main or service pipe orto obstruct access to any fixture connected with the water system; orto remove or injure any pipe, hydrant, valve or cock or to open any of them, except when permission has been given by the water and sewer department.
