Sec. 5-1-3   Definitions.
For purposes of this chapter, the following words and terms shall have the meanings herein ascribed:
   (1)   Check valve shall mean a device installed in water or sewer lines to restrict flow in one (I) direction.
   (2)   Developer or subdivide)- shall mean any person, who subdivides or developes any land deemed to be a subdivision as herein defined.
   (3)   Development or subdivision shall mean all divisions of a tract or parcel of land into two (2) or more lots, building sites, or other divisions for the purpose of sales or building development, whether immediate or future, and shall include all divisions of land involving the dedication of a new street or a change in existing streets; provided, however, the following is not included:
   a.   The combination or recombination of portions of previously platted lots where the total number of lots is not increased and the resultant lots arc equal to or exceed the standards of the city as set forth in these regulations;
   b.   The division of land into parcels greater than 10 acres where no street right-of-way dedication is involved.
   c.   The public acquisition by purchase of strips of land for the widening or opening of streets; and
   d.   The division of a tract in single ownership whose entire area is no greater than two (2) acres into not more than three (3) lots, where no public street right-of-way dedication is involved, and where the resultant lots arc equal to or exceed the standards of the city as set forth in its subdivision regulations.
   (4)   Domestic sewage shall mean liquid or water carried waste from bathrooms, toilet rooms, kitchens, and home laundries.
   (5)   Garbage shall mean solid wastes from the handling, storage and sale of produce.
   (6)   Industrial wastes shall mean liquid or water carried wastes from institutional, commercial and industrial processes and operations, as distinguished from domestic sewage.
   (7)   Lateral(s) shall mean connections between water mains and meters, the same as "tap."
   (8)   Meter shall mean any device used to measirc the flow of water.
   (9)   Peak flow shall mean the maximum rate of How occurring at any time measured in terms of gallons per normal calendar day or 24 hours.
   (10)   pH shall mean the logarithm (base 10) of the reciprocal of the hydrogen ion concentration expressed in mils per liter, and indicates the degree of acidity or alkalinity of substance. A pH value of 7.0 is neutral, being neither acid or alkaline, Values below 7.0 arc acid and those above 7.0 arc alkaline.
   (11)   P.P.M. means parts per million by weight in water and sewage analysis (the equivalent of milligrams per liter),
   (12)   Premise shall mean:
   a.   Each residential dwelling unit, commercial unit, industrial unit or mobile home; and any lot or space to be used for a trailer or mobile home.
   b.   Each unit contained in any structure serving separate owner, tenant or lessee, and used for any purpose other than for residential use.
   (13)   Properly shredded garbage shall mean the waste from the preparation, cooking and dispensing of food that has been shredded to such degree that all particles will be carried freely under flow conditions normally prevailing in public sewer piping, with no particles greater than one-half (1/2) inch in diameter.
   (14)   Public sanitary sewer or public sewer shall mean a sewer owned or operated, maintained and controlled by the City of Claremont which conveys domestic, industrial, commercial or institutional wastewaters.
   (15)   Sewage shall mean a combination of wastewaters from residences, commercial, industrial and institutional establishments.
   (16)   Sewer connection or lateral shall mean a sewer pipe line, normally of four (4) inch minimum diameter, running laterally from a street sewer, an off-street sewer or a trunk sewer to an individual tract, lot, parcel of land to serve one (1) or more houses or other buildings, whether or not connected to any house or building. The sewer connection or lateral generally means the same as "sewer tap."
   (17)   Sewer tap means the connection pipe from the public sewer line to the property line of an individual tract, lot or parcel of land to serve one (I) or more houses or other buildings.
   (18)   Storm sewer or storm drain shall mean a sewer or drain designed and constructed to carry storm and surface waters and drainage, but not sewage and polluted wastewaters.
   (19)   Suspended solids shall mean solids that either float on the surface of, or are in suspension in water, sewage or other liquids or wastewaters, which are removable by methods of filtering, settling, etc., used by wastewater disposal plants, sewage treatment plants or waste treatment plants. Suspended solids are normally expressed in parts per million (ppm) or milligrams per liter (mg/ 1) by dry weight.
   (20)   Tap shall mean a service connection between the water main and the meter and meter box, including the meter and meter box.
   (21)   Transmission pipe or main shall mean a water pipe laid along major thoroughfares or along roadways connecting major thoroughfares; mains larger than eight (8) inches in diameter.
   (22)   Valve cock, valve, gate valve, stop cock shall mean a device to stop or restrict flow of water in lines.
   (23)   Water main shall mean any water pipes run underground in streets or indicated right-of-way or easement carrying water to various areas -usually four (4) inch diameter pipe or larger.
   (24)   COD (denoting chemical oxygen demand) is a measure of the degree of polfutional strength of industrial wastes. COD test allows measure-ments of industrial wastes in terms of total quan-tity of oxygen required for the chemical oxidation of organic matter to carbon dioxide and water. COD tests are conducted in accordance with the procedures given in the latest edition of "Stand-ard Methods for the Examination of Water and Wastewater" and the COD values are generally expressed in milligrams per liter.
   (25)   Industrial user shall mean any industrial or commecial establishment falling within the categories designated by Divisions A, B, D, E, and I of the "Standard Industrial Classification Manual" latest edition, as published by the Exec-utive Office of the President and who utilizes sewer services of the city.
   (26)   Inflow is the water discharged into the sewerage system including service connections from, but not limited to, sources such as roof leaders, cellar, yard and area drains, foundation drains, drains from springs and swampy areas, manhole covers, cross connections from com-bined sewers and storm sewers, catch basins, storm waters, surface run off, street wash waters, or drainage. Inflow does not include, and is dis-tinguished from, infiltration.
   (27)   Pretreatment means application of physical, chemical and biological processes to reduce the amount of pollutants in or alter the nature of pollutant properties in a wastewater prior to discharging such wastewater into the sewerage system.
   (28)   Significant industrial user means any industrial user of the city's sewerage system whose inflow exceeds 10 percent of the design flow, or 10 percent of the design pollutant loading of the treatment works.
   (29)   Toxic substances; shall mean any substance whether gaseous, liquid or solid which, when discharged to a sanitary sewer in sufficient concentrations, may in the opinion of the supervisor, be hazardous to sewer maintenance and personnel, tend to interfere with any sewage treatment process, or to constitute a hazard to human beings and animals, or to inhibit aquatic life, or to create a hazard to recreation in the receiving waters of the effluent from a sewage treatment plant.
   (30)   Wastewater discharge permit shall mean a permit required by an industrial user who: (i) is a significant industrial use, or (ii) has in its waste-water toxic substances.
   (31)   Supervisor shall mean the public works supervisor or his designated representative.
