(a) The purpose of this chapter is to establish general procedures for the construction, operation and maintenance of water and sewer utilities and a fee schedule for users of such utilities.
(b) Should any section of this chapter be declared invalid or unconstitutional, the same shall not affect the validity of the chapter as a whole, or any part thereof other than the part so declared to be invalid or unconstitutional. (Ord. of4/5/77, Div. I, Art. I)
