§ 16-104 POWERS AND DUTIES.
   (a)   The Planning Commission shall have such powers and duties as may be prescribed by law from time to time. As a primary function, the Commission shall have the responsibility for the preparation, adoption and recommendation of a long-range comprehensive plan to guide future physical development of the city’s metropolitan area.
   (b)   METROPOLITAN AREA means such an area as defined on the attached map by the brown line, which area generally includes the city, further described as that area lying inside the line beginning at the intersection of NE 120 Avenue and NE 110 Road, thence east to K-156 Highway, thence north east to the intersection of K-4 and K-156 highways, thence north on the half section line through Section 35 and 26 to a point in the middle of Section 26 and one-half mile north of NE 120 Road, thence west a distance of three miles to the middle of Section 29 one-half mile west of NE 120 Avenue, thence south a distance of two miles to the middle of Section 5 one-half mile south of K-4 Highway, thence east a distance of one-half mile to NE 120 Avenue, thence south a distance of one-half mile to NE 100 Road and the point of beginning.
   (c)   The general purpose of the Planning Commission shall be to make those studies and plans for the development of the metropolitan area that will guide the unified development of the area, that will eliminate planning duplication, and promote economy and efficiency in the coordinated development of the area and the general welfare and prosperity of its people. Such plans may include, but shall not be limited to, recommendations for principal highways, bridges, airports, parks and recreational areas, schools and public institutions, and public utilities. Such plans shall be based on studies of physical, social, economic and governmental conditions and trends.
